Coalition Letter on Standard Minimum Rules for the Treatment of Prisoners

On December 7, the ACLU and several other human rights and social justice groups sent a coalition letter to Secretary Clinton regarding the UN Standard Minimum Rules for the Treatment of Prisoners. The letter was sent in advance of the Intergovernmental Expert Meeting (IGEM) on revision of the rules to take place in Buenos Aires from December 11 to December 13, which the ACLU attended. The letter urged Secretary Clinton and the United States delegation at the meeting to support progressive reforms to the Standard Minimum Rules, including a ban on solitary confinement for juveniles, robust protections against prolonged solitary confinement for all persons, and the inclusion of “gender identity” and “sexual orientation” as prohibited grounds for discrimination in prisons.
