The FBI has made the Secure Communities immigration program, which transmits fingerprints taken by local law enforcement agencies to the FBI and DHS for immigration purposes, mandatory and plans to implement additional security programs in the next five years. Under this program, biometric information about people arrested by state and local police will be transmitted to federal agencies, including low-level offenders, such as those charged with traffic violations. This information will be retained even for individuals whose charges are dropped, or otherwise determined to be unfounded.
