In 2005, Portland became the only city in the country to leave the JTTF, amid civil liberties concerns. Six years later, the Portland City Council passed a resolution allowing the Portland Police to cooperate with the JTTF in a limited fashion, while remaining compliant with more restrictive Oregon law that regulates police intelligence activities.
