The Office of the Director of National Intelligence (ODNI) claims that the government has “some authority” to conduct geolocational tracking on Americans through their cell phones, but that the government has not determined what its full authority to conduct such tracking is. The ODNI also stated that they did not know how many Americans’ communications had been spied on under the 2008 amendments to the Foreign Intelligence Surveillance Act.
