A DC Metropolitan Police Department office attended local environmental and labor rights organizations undercover, without proper authorization. A 2012 review concluded the Department violated its policies limiting investigations of First Amendment-protected groups in 16 of 20 investigations between January 2005 and November 21, 2011, and during that period it never received authorization to send undercover offices to protests despite doing so 17 times.
