What's at Stake

Certain vulnerable populations—including youth, the mentally ill, pregnant women, the elderly, LGBT people, and people with disabilities—suffer special hardship and are at particular risk of harm from incarceration. They are often targeted for abusive treatment, which includes the shackling of pregnant prisoners and discrimination against prisoners with disabilities.
