A letter from more than 200 non-governmental and advocacy organizations to congressional leadership today in advance of the December 7th expiration of the Department of Homeland Security (DHS) budget. Signers ask for a short-term continuing resolution that does not increase the DHS budget for FY 2019 during the lame duck session, with a commitment to cut enforcement funds in a permanent spending deal next year
