Tracy Adams is a Black woman and longtime Milwaukee resident who is a plaintiff on behalf of her minor child, “D.A.”, who was in fifth grade when he was first unlawfully stopped and frisked by police. Now 17 years old, “D.A.” has been stopped and frisked by Milwaukee police without reasonable suspicion of criminal conduct on at least three occasions. After each stop “D.A.” was released without being charged or issued a citation.
