Marvin was sitting behind the wheel of his lawfully parked car at his apartment complex when ICE agents converged on the vehicle and surrounded it, hands on their holstered pistols. Although the agents had no reason to suspect him or any of the passengers of any wrongdoing, they blocked the car in. Nothing illegal was found in the vehicle and no criminal charges were filed, yet he was handcuffed and pushed into a white van so crowded with detainees that it was difficult to close the doors. Once he was in the van, a nearby agent yelled, “Goddamn Mexicans.”
